Management systems for the minerals sector
Mining, quarrying and mineral processing organisations work under two kinds of scrutiny at once. Health and safety performance is regulated under sector-specific legislation, and environmental performance is controlled through permits, planning conditions and community expectations. ISO 45001 and ISO 14001 give a single, recognised structure for managing both.

ISO 45001 implementation
An ISO 45001 system for a mineral operation has to reflect the regulations that already apply. Quarry and mine operators are already required to maintain a health and safety document and defined management arrangements. A well-designed ISO 45001 system builds on those, rather than creating a parallel set of documents, and adds the elements the standard requires: worker consultation and participation, risk and opportunity assessment, objectives, performance evaluation, internal audit, management review and continual improvement.
ISO 14001 implementation
ISO 14001 asks the organisation to identify its environmental aspects and impacts, its compliance obligations, and the controls and monitoring needed to manage them. For a mineral operation, permits and planning conditions are a large part of those obligations, and the system becomes the way they are tracked, monitored and reported.

Initial gap analysis
A structured review of current arrangements against ISO 45001, ISO 14001 or both, through documents, interviews and site observation. The output is a graded list of gaps and a roadmap.
Legal requirements and compliance evaluation
Both standards require a maintained register of compliance obligations and a process for evaluating compliance. For mineral operations that register typically includes the Mines Regulations 2014 or Quarries Regulations 1999, COSHH, noise and vibration regulations, environmental permits, planning conditions and any site-specific agreements.
Occupational hazard management
Risk assessment and controls for mobile plant, ground stability interfaces, processing plant, maintenance, dust and silica, noise and vibration, with health surveillance where required.
Environmental aspects and impacts
Dust deposition, noise and vibration at sensitive receptors, surface and groundwater, fuel and chemical storage, land disturbance, biodiversity and progressive restoration, each assessed for significance with controls proportionate to the impact.
Waste and resource management
Extractive waste, overburden and processing residues, settlement lagoons and conventional site waste, managed in line with the permits and waste management plans that apply, with opportunities to reduce, reuse or recover material identified.
Environmental monitoring arrangements
Who monitors what, how often, against which limits, and how the results reach management review. Specialist monitoring is carried out by competent providers. The system makes sure it happens and that results are acted on.
Operational controls
Procedures and permits for the activities that carry significant risk or impact: maintenance and isolation, traffic management, blasting interfaces, dust suppression, pollution prevention and emergency response.
Contractor assurance
Selection, induction, supervision and monitoring of contractors, with health, safety and environmental criteria applied consistently.
Internal audit and management review support
An integrated internal audit programme and a management review that uses real performance data. We will be open about the limits on auditing a system we have built and agree how impartiality is maintained.
Certification readiness
Preparing for the independent certification-body assessment: evidence checks, a full internal audit cycle, management review and briefing for the people who will be interviewed. Certification is decided by the certification body and is never guaranteed.
Questions buyers ask
How does ISO 14001 apply to mineral processing operations?
ISO 14001 asks the operator to identify the environmental aspects of its activities, such as dust, noise, water use and discharges, energy, waste and residues, and to decide which are significant. It then requires controls, monitoring and objectives for those aspects, and a process for meeting compliance obligations such as permit conditions. For a processing plant that typically means dust suppression and monitoring, water management, waste and residue handling, and pollution prevention around fuel and chemicals, all tracked through the system and reviewed by management.
Can ISO 45001 and ISO 14001 be implemented together?
Yes, and for most mineral operations it is the efficient route. Both standards share the same high-level structure, so document control, competence, internal audit, management review and corrective action can be run once for both. Implementation effort is lower than two separate projects, and certification bodies routinely audit integrated systems together.
Does ISO certification mean we are legally compliant?
No. Certification shows that a management system meets the requirements of the standard, including having a process to identify and evaluate compliance with legal requirements. It is not a legal compliance certificate, and it does not replace the duties placed on operators by health, safety and environmental law.
We already have a quarry health and safety document. Do we start again?
No. The health and safety document required by the regulations is a strong foundation. An ISO 45001 system should build on it and connect it to the elements the standard adds, rather than duplicating it.
Do you issue the certificate?
No. Featherstone Safety is a consultancy. Certificates are issued by certification bodies, ideally accredited by UKAS, after their own independent assessment.
