Why energy projects need a different kind of HSE support
Energy infrastructure work rarely looks like a standard construction site. New plant is installed next to equipment that may remain energised, under the network owner’s own safety rules and permit systems. Work is programmed around outage windows that compress the time available for each activity. Equipment manufacturers, specialist hauliers, civil and electrical contractors and the client’s own staff are on site at the same time, each with their own procedures.
That combination puts the pressure on interfaces, sequencing and communication rather than on any single task. It is where independent health and safety advice is most useful: a competent person, outside the delivery chain, looking at how the arrangements fit together and recording what happens.

Transformer installation experience
Direct project experience is the main reason to consider Featherstone Safety for energy work. We have provided independent HSE advisory and observation support during two super grid transformer installations, working alongside HD Hyundai Electric and Collett Transport, and were requested to return after the first.

Contractor assurance and interface management
Most serious incidents on multi-contractor energy projects happen at the boundaries: where one organisation’s work area, equipment or permit meets another’s. Contractor assurance looks at those boundaries before and during the work.
A typical assurance review covers:
- whether each contractor’s RAMS reflect the actual sequence, equipment and site conditions
- how competence, supervision and briefing are evidenced for the people doing the work
- how simultaneous operations are identified, separated and coordinated
- how the network owner’s permit and access arrangements interact with contractor procedures
- who has authority to stop work, and whether everyone on site knows it
- how changes to the plan are communicated across the teams affected
Findings are reported to the person named in the scope, with the evidence behind each one, so they can be acted on by the organisation responsible.
Pre-mobilisation documentation review
The most useful time for an independent review is before the first vehicle arrives. A pre-mobilisation review typically covers the RAMS for each activity, lifting, jacking and transport plans, temporary works arrangements, the site logistics and traffic plan, emergency and rescue arrangements, and how the documents relate to each other.
The aim is to find gaps, inconsistencies and unclear responsibilities while they are still easy to fix. Comments are practical and specific. Approval of method statements, lift plans and temporary works designs stays with the competent people responsible for them, and a review by Featherstone Safety is not an engineering check.

ISO 45001 support for energy contractors
Many organisations in the energy supply chain are asked for ISO 45001 certification, or for evidence of an equivalent management system, before they can tender or join a framework. A management system built for this sector has to deal with site-specific risk assessment, contractor control, competence records and the client’s own rules as well as the requirements of the standard.

Questions buyers ask
What does an independent HSE adviser do on an energy infrastructure project?
An independent HSE adviser gives the client or contractor a competent, objective view of how health and safety is being managed, without being part of the team planning or directing the work. In practice that means reviewing safety documentation before mobilisation, observing agreed activities on site, raising concerns with the right person at the time, and keeping a structured written record. The value comes from independence: the adviser is not under pressure to keep to the programme and can see the interfaces between organisations that each team views only from its own side.
What is the difference between HSE advisory support and operational supervision?
Operational supervision means directing the work: deciding how and when tasks are carried out, briefing and controlling the people doing them, and taking responsibility for the outcome. That sits with the contractor carrying out the work and, for lifting operations, with the competent people LOLER requires. HSE advisory support observes, reviews, advises and reports. An adviser can and should raise concerns, but the decision to stop or change the work rests with those in control of it.
What should a contractor HSE assurance review cover?
A useful review checks that each contractor’s risk assessments and method statements match the real sequence and site conditions, that competence and supervision are evidenced for the people doing the work, that simultaneous operations and shared work areas are coordinated, that permit and access arrangements are understood across teams, and that changes are communicated. It should end with specific, evidenced findings addressed to the organisation able to act on them.
Do you provide electrical safety or switching services?
No. Switching, isolation, earthing and work on or near electrical systems are carried out by authorised and competent people under the network owner’s safety rules. Our role is health and safety advice and observation of the wider operation.
Can you support one installation rather than a long contract?
Yes. Most energy engagements are for a specific operation or phase, such as the delivery and installation of a single transformer. Longer-term support can be discussed where it is useful.
